Essex County Council are delighted to be supporting Harlow District Council to recruit two temporary Construction Procurement Managers on an interim 12-month basis. Please note that this post requires the successful candidates to be based on site 4 days per week.
Harlow is a district of contrasts and an ideal location to both live and work. The town itself is thriving, with excellent shopping and leisure facilities for all ages. We have good road links to the M11 and M25 and excellent rail connections to London and Stansted Airport, just 35 minutes and 20 minutes away from Harlow respectively.
The role:
Harlow is a council with over 9,000 Council Homes and has a very ambitious programme to invest in its stock. This year we hope to spend c£50m on our capital programme and we are looking for construction procurement professionals to help us get our supply chain in place. • The construction procurement managers will be embedded in the property team, but will work closely with the central procurement function • They will manage the production of tender documents, oversee the tender process and write the approval reports • Harlow District Council has many procurement projects, from low value to large scale projects that are released via an open tender; the construction procurement managers will work with the Head of Pre-Construction and the Head of Delivery to formulate the pipeline programme and devise an appropriate contract strategy and route to market • These roles will be responsible for taking the projects through the procurement process and into contract
The experience you will bring:
To be successful in this role you must be an experienced procurement professional who has previous experience of working within the public sector, ideally in local government. A knowledge of the construction industry would be highly advantageous. This role requires a ‘hands on’ operational approach to the role rather than a strategic lead. Candidates must be able to travel to the site on a regular basis and be available to start on short notice.
