The Opportunity
The Essex Property team is responsible for managing the Essex County Council’s (ECC) £1.7bn estate, which covers approximately 350 buildings and around 1,500 sites ranging from residential care, waste, country parks, schools and corporate offices. ECC’s challenge is to deliver an efficient estate strategy to achieve best value, whilst supporting service delivery.
ECC is in a partnership with a delivery agent for all property and facilities related operational functions. The Property Team operates as the Corporate Landlord, providing a strategic, intelligent client function for ECC by developing corporate property policy, strategic advice and managing the transactional and property management services procured through the contract.
The Estates Manager (Strategy) will take an important role in delivering ECC’s Operational Estate Review. This will require identifying, developing and delivering projects resulting in property efficiencies. Relationship building and engagement with Service Managers across the council will be vital in order to establish their future requirements for property. Subsequently, to explore those opportunities both within the council and with the Essex One Public Estate network to deliver efficiencies in the broader public sector estate.
This opportunity comprises of the following-
Accountabilities
- To manage and commission property services in order to develop and deliver projects that generate efficiencies through income, reduced costs or greater utilisation of council property.
- To establish, develop and maintain effective and collaborative communication, working relationships and arrangements with all internal and external stakeholders to optimise the use of ECC property assets.
- To engage with ECC’s wider estate function to ensure alignment of strategic opportunities with the normal management of ECC’s estate and relevant policies.
- To manage a caseload of Property projects, ensuring effective integration and coordination across the property strategy.
- To commission works as appropriate from the supplier partner and to oversee, monitor and evaluate the outputs from these projects.
- To support in providing accurate and timely reporting to members and senior officers on the identification and delivery of opportunities and projects
- To support in development of business cases to support requests to draw down funding to implement property projects together with preparing reports seeking formal governance decisions.
- Provide expert, specialist advice and guidance to ECC as required
The Experience You Will Bring
- Experience of public sector reviews (or similar).
- Experience of forming and building successful working relationships with colleagues, internal and external partners.
- Ability to prioritize work whilst maintaining focus on key activities, within defined timescales, on own initiative and as part of a team.
- Effective communication skills, written and verbal, and experience of working with diverse partners.
- Ability to intelligently analyse data.
- Evidence of continuing professional development.
