The role

The Engineering Quality Inspector (Mech) will undertake inspections and reviews of contractor’s design and installation solutions, ensuring that engineering systems comply with Council specifications, statutory requirements, and industry best practice.

Educated to HNC/City & Guilds, with an extensive knowledge of site-based mechanical engineering installations and a deep understanding of current engineering standards, statutory provisions and building regulations. This role will act as a conduit between the Council and contractor partners, so the ability to build strong working relationships is essential as is experience of managing and resolving challenging situations and promoting the Councils energy efficiency targets.

About us

The Infrastructure Delivery team will develop and deliver the capital programme for Essex County Council, principally Education projects but also Libraries, Council offices and other works.

Accountabilities

· Responsible for monitoring and inspecting the progress of mechanical engineering elements of construction projects on site, ensuring workmanship is in accordance with the contract and appropriate statutory and industry standards.

· Works collaboratively with internal and external construction partners, engage in value engineering exercises, ensuring implications of value engineering decisions are recorded.

· Delivers to the project manager/sponsor, quality, and performance reports, outlining progress against the project plan, highlighting concerns and risks. Maintains effective communication with the contractor and Infrastructure Delivery team.

· Acts as the delegated NEC project supervisor, issuing appropriate notifications as required.

· Accountable for reviewing additional work outside the scope of the contract.

· Delivers a detailed inspection of the work at practical or sectional completion, to ensure that defective, missing or incomplete work is recorded and presented to the contractor. Assists the project manager/sponsor in determining practical completion, delivering reports on the project performance of the Council’s appointed contracting partners.

· Work collaboratively with the project manager and contractor to deliver a programme of defect rectification.

· Specific individual and shared targets and objectives are defined annually within the performance management framework.

Knowledge, Skills and Experience

· Educated to HNC/City & Guilds in engineering trades or equivalent by experience.

· Evidence of continuing professional development and expert knowledge in relevant professional area.

· Extensive knowledge of site-based engineering installations. Including commercial Ventilation, Heating Systems, Domestic Water Services, Renewables and Control Systems (BMS)

· Deep understanding of current engineering standards, statutory provisions and building regulations.

· Evidence of analytical and problem-solving skills.

· Holder of a valid CSCS card or prepared to undertake the relevant training to obtain one.

· An ability to build strong relationships and partnerships which encourage collaboration and engender delivery.

· Experience of influencing and delivering change in complex and challenging situations.

· Experience with Microsoft Office.
