We have a new opportunity for a Senior Property & Asset Manager to lead the delivery of the Council’s Property Asset Management Service, ensuring the provision and delivery of high-quality services that meets the needs of the Council.
About our Property and Asset Management Service
We provide professional asset and estate management services for the corporate portfolio. Our estates team manages the investment and community let portfolio which comprises over 550 leases and a book value circa £150m. Our building surveying team lead the minor works and major project capital programme whilst our compliance officer monitors property compliance. The Service also includes the management of business centres headed up by a Business Centre Manager.
This is a new role, to provide clear, visible and motivational management of the service, where our people are valued and encouraged to contribute to the development of service improvements. The Senior Property & Asset Manager is responsible for deliver the Councils PAM Asset Strategy, Policy and Plan for corporate and commercial assets through the corporate landlord model adopted by the Council and will lead the team towards becoming a new Unitary Council and beyond.
Your duties will include:
- To line manage the Team, assisting with prioritisation of workloads, to provide direction and ensure the output meets the business plan and legislative requirements.
- Budget management for revenue budgets for the let portfolio and support budget planning and monitoring for capital projects.
- To have responsibility for assets within the control of the PAM service to ensure they remain compliant and assist the Corporate Compliance Officer with reporting oversight of the wider portfolio.
- Active management and oversight of the investment property portfolio to ensure Surveyors are maximising revenue income through regular rent reviews, lease renewals, lease restructuring and new lettings.
- To be responsible for maintenance and management of the Asset Management Schedule, ensuring that all relevant BDC services provide transactional data to be stored and recorded on the asset schedule, to assist with annual book valuations.
- To assist with the disposal and acquisition of assets, commissioning professional advice including agents and valuers and deliver sales through to completion.
- Attendance at and reporting through the Corporate Director to relevant Members Committees, Senior Manager groups (including Management Board) and other relevant Officer groups in relation to property assets and corporate issues.
- Undertake regular reviews of property assets with Members, Heads of Service and service unit managers to identify potentially surplus and underutilised assets, to progress through the Property and Asset Strategy Board for review and potential disposal.
- To prepare and present governance reports including delegated decision reports.
- Perform the role of Chair of the internal BDC Property and Asset Strategy Group, which will consider the Councils Asset Management Strategy through property and asset related considerations across the Council, with information reported to the Corporate Director
- Lead officer engagement with the One Public Estate programme in Essex and Local Authority Strategic Property Board.

Our ideal Senior Property & Asset Manager will have the below skills and experience;
- Batchelors Degree in a relevant subject area or RICS accredited pathway.
- Demonstrable technical experience and competence in Landlord and Tenant commercial property management.
- Member of the Royal Institution of Chartered Surveyors or equivalent membership.
- Experience in property asset valuations, the different types of methodology and understanding of use of correct application.
- An effective people manager, leading, motivating, managing and developing a professional team to achieve
- Ability to manage resources, to plan and prioritise workload for self and team to meet challenging priorities and deadlines.
- Ability to work collaboratively, building trust, negotiating influencing and delegating.
