Essex County Council (ECC) are delighted to be supporting Harlow Council to recruit a temporary Asset Management Analyst on a full-time, temporary basis.

Please note that this post requires the successful individual to be based on site 4 days per week.

Harlow is a district of contrasts and an ideal location to both live and work. The town itself is thriving, with excellent shopping and leisure facilities for all ages. We have good road links to the M11 and M25 and excellent rail connections to London and Stansted Airport, just 35 minutes and 20 minutes away from Harlow respectively.

The Role:

  • Responsible for maintenance and development of MRI asset management system.
  • Carry out regular data cleansing activities, reconcile conflicting datasets and improve data flows between teams and systems
  • Support development of long-term asset investment plans and capital programmes.
  • Support project delivery with analysis, reporting and data migration.
  • Analyse the housing portfolio to assess asset performance and identify investment opportunities that make an impact on the quality and standard of our stock.
  • Collaborate with cross-functional teams to develop and implement asset management strategies that align with the organisation's goals.
  • Assist in the preparation of financial analysis, including budgeting, forecasting, and cost-benefit analysis for housing projects.
  • Maintain data in the Council's Asset Management system, MRI Asset, ensuring data accuracy and integrity.
  • Prepare reports for senior management to communicate findings and recommendations.

The experience you will bring:

  • Strong analytical skills, with proficiency in data analysis and reporting tools (e.g. Excel, Power BI).
  • Previous experience in an asset management or real estate analysis role is preferred.
  • Knowledge of social housing regulations and practices.
  • Excellent communication skills, both written and verbal, with the ability to present complex information clearly.
  • The ability to work independently and collaboratively in a team-oriented environment, showing initiative and foresight.
  • Previous experience with asset data systems e.g. (MRI, Orchard) or similar is desirable
