Essex County Council are delighted to be supporting Harlow District Council to recruit a temporary Asset Manager on a 12-month basis. Please note that this post requires the successful individual to be based on site 4 days per week.

Harlow is a district of contrasts and an ideal location to both live and work. The town itself is thriving, with excellent shopping and leisure facilities for all ages. We have good road links to the M11 and M25 and excellent rail connections to London and Stansted Airport, just 35 minutes and 20 minutes away from Harlow respectively.

The role:

Harlow District Council are seeking an Asset Manager to join them as soon as possible to manage a small team of Asset Information Analysts and primarily focus on structuring, interpreting and analysing data on Harlow’s council housing assets and their building components, in order to assess the need for investment across the stock.

We are looking for someone with experience of managing asset data and component information, for investment programmes to support large scale component replacement work in occupied council homes.

We are mid-way through our stock condition survey and we are looking for someone to use this data and data that we already have, to model various scenarios and to work with our team to build a programme of work for next year and subsequent years. 

Harlow uses MRI/Orchard as its Housing data base and has recently implemented the Asset and Compliance modules. We are 40% through our stock condition survey and have a wealth of local knowledge on our properties. Harlow is a New Town, build largely since the 1950s and has 12 high rise buildings. We need someone who understands asset data and who can help us model the data we have, to look at different scenarios and ultimately create a programme for next year and subsequent years.

The experience you will bring:

  • Experience of working with asset databases
  • Able to build and run complex reports
  • Able to build models that translate basic stock condition data into packages of work, based on priority
  • An experienced people manager
  • Good knowledge of pre-construction
  • Experience of working in the public sector
  • Able to be in the office in Harlow 4 days a week
