Castle Point Borough Council is seeking to appoint a Development Manager (Estates) on an initial 3–6-month basis to support the Assistant Director of Estates. Please note this role will be based in the office 2 days per week.

The Estates Service has four immediate housing projects that require an experienced individual to move forward with at pace and provide a high level of design and project management skills.

Role purpose:

  • To manage the design and development project stages for major refurbishment to new build schemes that make a major contribution to improving the provision of Affordable housing supply and improve existing the environment of existing housing estates and the economic prosperity by working in partnership with RPs and private developers and by supporting the Strategic Head of Housing Services on securing investment projects in the Borough
  • Liaise with the Development Commissioning Officer responsible for leading on bidding opportunities for regeneration and Housing investment schemes especially those seeking to improve the provision of affordable housing and programmes for funding already secured to their financial and physical completion
  • The role will include interpreting advice on building, fabric and associated infrastructure along with specialist advice on defects, determining significant repairs, replacements and/or upgrades through to informing strategic investment decisions such as major refurbishment, extensions and new build schemes and annual budget setting across the portfolio
  • As part of the Estates team, you will be integral to managing the delivery of these projects, ensuring they meet quality standards, timelines and budget constraints
  • To act as Estates lead officer closely liaising Commissioning Officer, provide monitoring and reporting the progress of projects to Asset Review Board

Key responsibilities:

  • Work proactively and positively with Development and regeneration Commissioning Officer, Housing Service and Corporate Estates Team to ensure the successful development and delivery of priority housing projects
  • Oversee and manage the planning, execution, and completion of various building and development projects providing an educated client role to manage external professional consultants leading project design from RIBA Stages 1 – 6 with input required with Housing team at Stage 7 to inform the brief and inform lessons learnt during occupation and use of the building
  • Facilitating in the definition of projects scope and objectives, involving all relevant partners and stakeholders and ensuring technical feasibility is completed in a timely manner supporting the Strategic Commissioning Officer at Stage 0 to inform the project brief
  • Build and maintain strong working relationships with key stakeholders, colleagues, consultants and contractors, ensuring effective communication and that projects are delivered successfully
  • Ensure all works comply with relevant regulations, health and safety standards, and best practice guidelines
  • Manage key housing investment schemes and be responsible for the day-to-day relationships with affordable and regeneration providers and developers including consultants to secure the necessary supervision associated with administrative duties where this element is relevant
  • Support the Assistant Director – Estates in the development, management and delivery of the service and key objectives and tasks and support and lead the effective governance and functioning of ant dedicated forums to ensure the public and private sector can work together where necessary to achieve affordable housing and regeneration objectives
  • Day to day responsibility for liaising and working with developers from project initiation, planning, design, execution, monitoring, and closure of a project showing a high level of versatility to ensure a project is completed successfully

Key skills/experience required:

  • Qualifications: Ideally RICS qualified / CIOB / RIBA
  • Experience of developing large scale property, reinvestment programme and building compliance programmes to support the wider team
  • Knowledge of planning and building control processes and procedures ensuring all schemes meet statutory requirements
  • Knowledge of CDM 2015 regulations and construction related issues including forms of contract
  • Skilled negotiator, knowledge of Construction and Contract Law. Appropriate Professional qualification such as RICS, RIBA or CIOH
  • Wide experience in delivering construction projects, housing and regeneration schemes
  • Good budgets management awareness and reporting
