The role
To provide independent research and analysis to develop Enterprise projects that aim to generate income, create efficiencies and enable the Council to become more business-like. To business partner with assigned service areas to influence, challenge and embed a commercial culture within the Council.
Key responsibilities
To provide and evaluate research and analysis that supports Enterprise activity within the Council. Viable projects and recommendations should be presented to the relevant service area and to the Enterprise Manager.
To support and work alongside the Enterprise Officer with the preparation of business cases, as a result of the research and analysis initially completed.
To assist with project planning associated with any viable internal projects, alongside colleagues in the appropriate service area. To support the service area team to ensure that crucial elements to success are considered such as timescales, budgets and social impact.
To work as a business partner with service area teams and managers to; understand their priorities, potential Enterprise opportunities, challenges, and to support the implementation of approved projects, within that service area, through to completion.
To maintain accurate records (paper and digital) for projects and provide information, data and analysis for reports, managing version control to ensure documentation and data is current.
To assist in any other comparable work as and when required by the Enterprise Team due to workloads and priorities.
To have an awareness of relevant legislation, government advice and the activity of other local authorities that could influence project viability as well as relevance to NHDC.
To identify, engage and relationship build with external suppliers, in support of a specific project, and to have an awareness of relevant Council procurement rules when this type of activity occurs.
Skills, knowledge and experience
- Experience of working in a role supporting and monitoring multiple projects simultaneously
- Experience of research and gather relevant project information
- Understanding of how and why local government is able to operate commercially
- Experience to think innovatively and to influence creative thinking
- Ability to influence and make recommendations where appropriate
- Knowledge of Commercial activity within the public sector
- Awareness of project management methodology
- Experience of building good working relationships
- Experience of preparing business cases
- Awareness of relevant Acts and Regulations
- Experience of preparing project documentation
- Local Government experience
- Experience of working within a business partnering framework/ model
- Good inter-personal skills and the ability to work well within a team environment
- Excellent communication skills, written and verbal
- Experience of communicating with both internal and external stakeholders
- Experience of producing and delivering presentations
- Confident in conversing in fluent English which is sufficient to fulfil all spoken aspects of the role
- Experience of using initiative, work to deadlines and to work without supervision
