Essex County Council (ECC) are delighted to be supporting Basildon Borough Council in recruiting an Interim Repairs Contract Manager on a full-time basis for a period of 6 months. Please note this role is being offered on a hybrid basis.

The Role
The interim role is within the Repairs & Maintenance department of Basildon Borough Council (BBC) client side and is responsible for ensuring that contractual obligations, service standards, costs, quality, compliance, resident satisfaction and performance targets are achieved and that value for money is obtained. The role will suit someone with significant contract management experience gained whilst in a senior repairs and maintenance role.
Key deliverables
- Ensure contractor performance is delivered in-accordance with the contract and KPI requirements
- Ensure that the contract is delivered in-accordance with financial requirements
- Ensure that works are delivered in-accordance with quality requirements, including workmanship and materials
- Ensure subcontractor controls are in place and complied with
- Act as the client-side gatekeeper to ensure that variation requests are processed and approved in-accordance with contractual requirements
- Develop and implement action plans to address areas of non-compliance
- Ensure residents have a positive customer repairs journey
- Maintain a constructive client and contractor relationship
- Ensure complaints are dealt with promptly and effectively in-accordance with the Housing Ombudsman Complaint Handling Code.
The experience you will bring
- Degree in Building Surveying or a related subject
- Membership of a relevant professional body eg RICS, CIOB
- Extensive demonstrable knowledge of repairs and maintenance contract requirements, building legislation, building safety and health and safety law
- Significant senior experience of managing contractor compliance against contract requirements, including developing and implementing action plans to address areas of non-compliance
- Demonstrable knowledge of statutory, regulatory, and best practice requirements in relation to repairs and maintenance
- Good understanding of procurement and contract management requirements
- Demonstrable knowledge in the gathering, analysis, and interpretation of complex performance data
- Good working knowledge of Microsoft packages, especially Outlook and Microsoft Excel.
- Significant experience in producing and monitoring operational and assurance Key Performance Information (KPIs).
- Significant experience in producing and presenting reports to a wide range of audiences.
- Experience of working closely with resident groups.
