Essex County Council are delighted to be supporting Harlow District Council to recruit a temporary Procurement Officer on an interim basis of up to 12-months. Please note that this post requires the successful candidates to be based on site 2 days per week.

Harlow is a district of contrasts and an ideal location to both live and work. The town itself is thriving, with excellent shopping and leisure facilities for all ages. We have good road links to the M11 and M25 and excellent rail connections to London and Stansted Airport, just 35 minutes and 20 minutes away from Harlow respectively.

Key Accountabilities:

  • Support compliant procurement activities across a range of categories, ensuring best value and adherence to regulations
  • Support major strategic projects, providing commercial insight and procurement guidance from concept to delivery
  • Support the Development of tender documentation, evaluate submissions, and contribute to award recommendations
  • Build strong relationships with internal stakeholders to understand needs and enable effective sourcing
  • Support the management of contracts proactively, monitoring performance, risks, and opportunities for improvement
  • Contribute to procurement transformation, helping modernise processes, templates, and ways of working

The experience you will bring:

To be successful in this role you must be an experienced and qualified procurement professional who has CIPS and TPP qualifications, previous experience of working within the public sector, ideally in local government. A knowledge of the construction industry would be highly advantageous. This role requires a ‘hands on’ operational approach to the role rather than a strategic lead. Candidates must be able to travel to the site on a regular basis and be available to start on short notice.
