Essex County Council are pleased to be supporting Harlow District Council to recruit a Senior Project Manager – Delivery on a 12-month basis. Please note that this post requires the successful individual to be based on site for 3 days per week.

The role:

This senior position within the Housing Services Team works collaboratively with the Head of Housing, Housing Operations Managers, and the Senior Housing Management Team to promote and deliver the vision and core values of Housing Services. As part of the Housing Property Services Team, you will manage the council’s repairs contract and technical service provision, ensuring all activities comply with Council policies and deliver a high-quality, customer-focused, value-for-money service.

You will lead and manage a team of Technical Officers delivering core asset management functions, including programme and project management of the annual Housing Capital Works Programme, overseeing technical services, monitoring contracts, and managing budgets and performance. Responsibilities include managing the Housing Capital Works Programme—allocating resources, setting priorities, liaising with contractors, and monitoring budgets and contractor performance for planned and cyclical repairs.

Working with the Housing Operations Manager and Asset Manager, you will ensure the Council’s housing stock is well maintained and that asset management processes are efficient, compliant, and aligned with performance targets. You will support delivery of the Service Plan, leading aspects of team planning, local strategies, and service development, while maintaining political awareness and a strategic focus on high-quality, customer-centred services.

You will help deliver the Council’s ambitious capital works programme through effective programme and project management across a range of housing investment projects. This includes leading major housing projects, overseeing key capital initiatives, and collaborating with the Housing Operations Manager and wider stakeholders to ensure alignment with the Council’s corporate objectives and strategic vision.

The experience you will bring:

  • Experience in managing housing refurbishment projects, managing consultants, contracts in region of £3-5m
  • Experience of design and build contracts would be helpful.
  • Experience in managing small team of project managers, RLO, reporting KPI’s, budget monitoring/valuations monthly.
  • Candidates must have 5 + years experience gained in a similar role
  • Qualification requirements: HND/RICS
