*This is a hybrid-working role, with attendance in the Chelmsford office expected to be 2-3 days per month on average, depending on business need.

 

This is a fixed term contract / secondment opportunity for a period of 2 years.

 

As an Analyst, you’re the link between data and decision-making. You’ll play a critical role in supporting our data management, building data literacy and providing senior leaders with the information and insight needed for effective leadership and direction. This will involve presenting data and analysis in creative ways to communicate complex messages simply to a range of audiences, as well as working with the Active Essex team to advise and support good data practices and championing an evidence-based approach.

You will work with a wide range of data and evidence sources, including local, partner and open sources and apply a range of data manipulation, data visualisation and analytical techniques. Tasks may include; scoping and development of system / reporting requirements; ‘deep dive’ analyses; mapping; producing dashboards; ensuring renewable data pipelines; and predictive analytics such as population and demand forecasting or risk stratification, for example.

Accountabilities

Responsible for using a range of sources to produce high quality analytical reports giving clear recommendations for action to improve outcomes for local people and/or organisational effectiveness.

 

Developing and delivering a range of analytical, financial, performance and demographic information to enable to the Council to make timely and efficient decisions.

 

Responsible for gathering and analysing a wide range of data and evidence for the development of services and products to agreed service standards.

 

Responsible for providing Senior Leaders and stakeholders with the information and business intelligence required for effective leadership, governance, commissioning and decision making.

 

Responsible for providing timely analysis to enable the Council to focus on demand management and prevention as well as whole-systems integration

 

Responsible for developing a range of evidence based recommendations through the application of data analysis methodologies relating to need, demand and supply.

 

Working collaboratively with stakeholders to scope requirements and develop robust research and analysis products to enable the assessment of current and future needs, demand, trends and supply across the Council.

 

Specific individual and shared targets and objectives are defined annually within the performance management framework.

Skills, knowledge and experience

We’re looking for people with recognised technical ability in a range of data science and/or analytical specialisms, this must include Excel and PowerBI experience. You may have relevant qualifications or be qualified by experience – either way, you’ll use a variety of tools and methods to make sense of data. But we also need people who can put this across in a way that’s compelling and easy to understand - using evidence to tell the story for senior decision-makers and stakeholders. 

Educated to degree level or equivalent by experience.

 

Evidence of continuing professional development and knowledge in relevant professional area.

 

Demonstrable understanding of the complexities of working in a political environment with the skills to respond to different perspectives.

 

Practical knowledge and experience of using quantitative and qualitative analytical tools and techniques to produce recommendations that led to improvement.

 

Good understanding of organisational performance management frameworks.

 

Demonstrable understanding and knowledge of evaluation frameworks and techniques and demonstrating impact in complex multi-agency programmes.
