Essex County Council (ECC) are delighted to be supporting Basildon Borough Council (BBC) to recruit a Compliance Manager on a 6-month temporary basis. Please note that this post will be based in the office 2-3 days per week.

Main role purpose:

  • To lead the operational delivery of a high performing asset compliance and health & safety service across BBCs housing and corporate assets that meets statutory, regulatory, and best practice requirements
  • To lead the operational delivery of a high performing mechanical and electrical service across BBCs housing and corporate assets
  • To manage a team of specialist staff in the delivery of mechanical works, electrical works, and compliance / health & safety activities (for example and not restricted to; heating, electrical, fire, asbestos, lifts, CDM, water hygiene)
  • To act as an expert in the field of compliance and health & safety
  • To act an as an expert in the field of mechanical and electrical engineering
  • Assist senior team members in the development of strategy and operational implementation
  • To ensure that contracts are procured and delivered in-accordance with contractual requirements

Key responsibilities:

  • Lead on the operational delivery of the compliance and health & safety service across BBCs housing and corporate assets
  • Lead on the operational delivery of electrical and mechanical servicing and works across BBCs housing and corporate assets
  • Assist in “horizon scanning “and the development of service plans to ensure the service meets current and future statutory, regulatory and best practice requirements
  • Manage a team of specialist staff in the delivery of the service, including ensuring they possess the required capabilities to discharge their roles and responsibilities
  • Operational implementation of all related strategies, policies and procedures including ensuring compliance with statutory, regulatory, and best practice requirements
  • Ensure contracts are procured in accordance with BBCs procurement requirements
  • Ensure contracts are in place with all service providers and monitor the delivery of such contracts in accordance with BBCs contract management framework
  • Deliver a customer centric service that provides high levels of customer satisfaction
  • Liaise with contractors and monitor their day-to-day activities to ensure compliance with servicing schedules, target dates etc.
  • Ensure complaints, MP enquiries and Councillor enquiries are dealt with in-accordance with BBCs policies and procedures, including carrying out complaint root cause analysis and undertaking corrective action to prevent any reoccurrence
  • Assist in budget setting and ensure services are delivered within budget
  • Liaise with internal and external compliance auditors, including undertaking any corrective action when identified
  • Ensure that all compliance dashboards are up to date, including producing performance reports when required
  • Support the continual development of and implementation of IT systems, including e-learning systems

Key skills and qualifications required:

  • HND in Building Construction / Building Surveying or a related subject.
  • Certified BS7671 2018
  • NEBOSH general certificate in
  • Membership of Institution of Engineering & Technology (MIET or TMIET) or equivalent approved body (Desirable)
  • IOSH general certificate
  • Experience of working in a risk-based service area within social housing or a related sector
  • Experience of managing a health & safety, asset compliance and M&E service area within a regulated environment
  • Demonstrable knowledge of statutory, regulatory, and best practice requirements in relation to asset compliance, construction health & safety and mechanical and electrical works
  • Demonstrable knowledge of building construction and regulations
  • Demonstrable knowledge of fire risk and general risk assessment principles
  • Experience of managing multiple contracts, preferably within a contract management framework
  • Demonstrable experience of procuring and mobilising contracts
