Essex County Council (ECC) are delighted to be supporting Basildon Borough Council (BBC) to recruit a Contract Manager within the Repair and Property Maintenance Services team on a 6-month temporary basis. Please note that this post will be based in the office 2-3 days per week.

Main role purpose:
The postholder will be responsible for the delivery of repairs and property maintenance services, delivered by Morgan Sindall Property Services.
The postholder will be responsible for demobilisation of the contract as well as the current day to day operations.
Main responsibilities:
- To supervise staff and be responsible for budgetary control
- To provide reports and advice to the Assistant Director, Housing Committee, Working Parties and to Members generally as required, and to attend such meetings when necessary
- To effectively manage a repairs and property management division
- To effectively demobilise the current contract
- To provide periodic reports on the quality of the service delivery and financial status
- To assist with all aspects of compliance and provide assistance on complaints, member enquiries and ombudsman cases
- To undertake any other duties appropriate to the grade, qualifications and responsibilities of the post
Key skills and qualifications required:
Essential
- Experience of contract management (either as client or contractor).
- Excellent negotiating skills.
- Excellent literacy, numeracy and communication skills.
Desirable
- Professional housing qualification.
- Substantial experience of housing management at a senior level.
- Thorough working knowledge of Housing legislation.
- Experience of operating/developing tenders.
- Experience of negotiating with Trade Unions.
