Job Purpose

Working on the Essex Highways Integrated Services contract in partnership with Essex County Council. The key purpose of the role is to ensure design and construction of developer’s highway infrastructure works (both new highway construction and improvements to the existing highway network) are acceptable to the Highway Authority for adoption as public highway, maintainable at the public expense.

The role requires the ability to manage the implementation of highway works (developer funded) associated with approved planning consents to ensure they are designed and implemented in accordance with planning obligations and the policies of the County Council.

With extensive knowledge and application of Highway legislation, including Construction (Design and Management) Regulations and experience of a wide range of relevant engineering techniques and procedures. The successful candidate will be required to liaise as required directly with internal and external stakeholders, strategic partners and other providers.

Accountabilities

· Assist the Highway Authority and the Local Planning Authority with agreeing highway layouts and/or improvements works to the existing highway which are necessary to facilitate new developments and make them acceptable to the Highway Authority

· Agree detailed designs of highway works and ensure they meet planning consent conditions/obligations, national guidance, legislation, and regulations

· Represent the Highway Authority interests for a large portfolio of works designed and constructed by a 3rd party.

· Respond to site queries / design queries relating to adoptable highway works

· Stakeholder liaison (both internal and external stakeholders)

· Ensure statutory processes are followed as required

· Instruct legal agreements to allow developers infrastructure works to be adopted as public highway

· Provide specialist information and advice regarding highway related matters, respond to member enquiries and carry out site meetings as required and deliver high performance standards.

· Other Ad Hoc duties to fulfil the requirement of the role

Skills and Knowledge

· Educated to RQF Level 6 (Bachelor’s degree) in related subject or equivalent proven experience in the field of highways and/or transportation.

· Evidence of continuing professional development, and expert knowledge in relevant professional area with Membership of the Institute of Civil Engineers, Institute of Highways & Transportation, Institute of Highway Incorporated Engineers, or other appropriate professional body.

· Evidence of post qualification experience in the field of highways, transportation, asset management and project management and implementation.

· Extensive knowledge and application of Highway legislation, Health and Safety legislation including Construction (Design and Management) Regulations, relevant design procedures and standards/practice.

· Knowledge and experience of financial management and control measures.

· Experience of managing the development and implementation of the highway aspects of highways schemes including statutory processes.

· Detailed knowledge and experience of a wide range of relevant engineering or service techniques and procedures including being fully conversant with the use of specialist software tools.

· Ability to build and maintain effective internal and external working relationships and experience of dealing with members of the public.
