Adult Community Learning (ACL) is on a mission to empower Essex residents with lifelong learning opportunities - and we need a strategic, imaginative, and driven Marketing Officer to help us tell that story far and wide.

The Role:

Adult Community Learning (ACL) is Essex County Council’s (ECC) provider of lifelong learning experiences for Essex residents.

ACL offers qualifications to help people move nearer to, enter or progress within the workplace or gain skills to enhance life chances. The service focuses many of its programmes and activities on the hardest to reach communities within Essex. ACL learners have access to a diverse range of non-accredited courses which encourage creativity, healthy lifestyles, social inclusion and engagement.

The Marketing Officer is responsible for developing and delivering marketing activities which support individual business plans, income targets and strengthen and promote the brand.

Key Responsibilities:

  • Use of multichannel approach to reach and engage a broad and diverse range of potential learners and employer groups, working closely with internal teams.
  • Manage and coordinate an online strong presence, including a strategy for social media and website content, which supports the commercial aims of ACL.
  • Responsible for maximising return on investment for all social media and digital activity; ensuring PPC campaigns are cost effective and increase reach.
  • Manage and monitor email marketing campaigns in order to increase traffic to the website, raise awareness and provide relevant information and updates to our staff and learners.
  • Responsible for production of offline marketing materials, for instance posters, leaflets, campaign flyers, letters and adverts.
  • Delivering marketing support for commercial events working closely with internal teams.
  • Responsible for collection of data and marketing intelligence, translating this into management information, to assess effectiveness of activity and inform future campaigns.
  • Delivery of internal communications strategy, ensuring strong working relationships both with internal ACL teams as well as the wider ECC services teams.
  • Responsible for using research and insight to develop innovative and creative campaigns that strengthen and promote ACL’s offer.

Experience and Qualifications:

  • Educated to RQF Level 6 (Bachelor’s degree) with a marketing or public relations qualification, or equivalent by experience.
  • Evidence of continuing professional development and expert knowledge in relevant professional area. Member of a professional body such as Chartered Institute of Marketing or Chartered Institute of Public Relations.
  • An excellent knowledge of the full marketing best practice, across multi-media and diverse channels and demonstrable experience of creating and delivering effective marketing campaigns.
  • Demonstrable evidence of implementing multi-channel marketing campaigns that deliver a strong return on investment, increase market share and develop and strengthen brands.
  • Excellent project management skills.
  • Excellent interpersonal skills with the ability to build strong working relationships and communicate clearly and accurately to a variety of audiences.
  • Excellent organisational skills, time management skills, and attention to detail, with the ability to work flexibility.

Please note that the job role requires you to be mobile throughout an operational area. Therefore, the post holder will need to have a driving licence and access to a vehicle.
