Essex County Council (ECC) are delighted to be supporting Brentwood Borough Council and Rochford District Council to recruit a Performance, Policy and Insights Officer on 3-month temporary basis.

The Opportunity

Brentwood Borough Council and Rochford District Council have an exciting opportunity for the temporary recruitment of a Performance, Policy and Insight Officer. 

We are seeking a highly skilled and self-motivated professional to work as part of the busy Policy and Transformation Team. In your role you will contribute to performance analysis and reporting, policy and strategy review and development, planning and delivering consultation and engagement activity and undertaking key research activity to inform service design and decision making. 

Please note that this role will be based in the office 1-2 days per week.

Main Accountabilities

  1. To contribute to the development and delivery of an effective Council wide performance management framework, including system development and reporting.
  2. Work with Members, senior management and services to identify meaningful measures to determine organisational performance.
  3. Create systems and processes to capture performance data that can be utilised in a meaningful way, supporting the development of a performance and data driven organisational culture
  4. Prepare performance reports and undertake analysis, identifying trends and insight to inform decision-making and service delivery.
  5. To translate and effectively present complex information to a range of non-technical people which engages the audience and clearly communicates key issues to help identify service improvements and resident outcomes
  6. To author and manage the policy and strategy development process for key strategic and corporate policies and strategies through to formal adoption, involving elected members, senior management and partners, as necessary.
  7. Provide technical advice on the standards for policy development across both organisations, ensuring templates are maintained and implemented corporately.
  8. To maintain oversight of the Policy and Strategy frameworks for both organisations, ensuring timely reviews and development of new policies and strategies, as required.
  9. To undertake research and analysis using different sources and types of qualitative and quantitative data and translate findings into fit for purpose outputs including policy documents, briefings and Committee reports.
  10. Maintain oversight of emerging legislation, policy drivers, best practice and guidance, identifying potential impacts on, and opportunities for, the Council and raising these in a timely manner.

The Experience You Will Bring

  • Significant work-based experience of designing and working within performance frameworks
  • Practical experience of undertaking research and analysis and using findings to inform policy development, decision making and/or service design
  • Experience of using databases, spreadsheets and visualisation tools to store and analyse data to generate insights.
  • Experience in report writing and preparation of presentations, as well as presenting complex information to a range of audiences
