Essex County Council (ECC) are delighted to be supporting Epping Forest District Council (EFDC) to recruit for a temporary Planning Officer – Development Manager on a rolling 3-month contract, up to one year to cover a maternity leave. Please note this role will start in January 2026. Please note you will be required on a site 2 days per week.

PURPOSE OF THE JOB:

The Planning Officer post will provide opportunities to deal with a range of planning applications and all tasks associated with the business of the Service. Epping Forest is a Green Belt District, with a large rural area but with excellent connections to London so the south of the District is much more suburban in character. 

We are looking for an enthusiastic and ambitious individual that has relevant qualifications and demonstrable experience and expert knowledge appropriate to the job role.

Candidates must have the ability to analyse issues and set them down in a variety of written forms in a clear and concise manner and be able to organise workload and tasks independently to ensure deadlines, performance targets and customer service commitments are met. They should also have a good understanding of the use of technology for the delivery of modern and streamlined services and processes.

We have considerable coverage of Green Belt across the District and therefore any candidate will be expected to be familiar with how planning applications are determined when located within the Green Belt.

SKILLS/KNOWLEDGE/ATTRIBUTES

  • Qualification in a planning or related discipline to degree level or significant demonstrable experience and knowledge of working in the relevant service delivery discipline
  • Appropriate demonstrable experience and knowledge of working within Development Management as a Case Officer
  • Ability to establish positive relationships with key stakeholders at all levels of the organisation and partners that generate confidence and respect
  • A thorough appreciation, knowledge and understanding of the current issues relating to local government
  • Ability to organise workload and tasks to ensure deadlines, performance targets and customer service commitments are met
  • Familiar with Green Belt policies and determining Green Belt applications
