The Role
Essex County Council has embarked upon a programme of change for provision and services with the ambition to profoundly improve the outcomes and life experience of children and young people with Special Educational Needs and Disabilities (SEND). Our vision is for a SEND system which identifies and assesses need at an earlier stage and which provides appropriate and impactful support without such high dependence on Essex County Council’s statutory services. We have a responsibility to deliver effective services and support in the most cost effective and impactful way.
The Senior Inclusion Partner is the professional lead for the SEND Inclusion Partner Team within the Quadrant. The role will lead a team supporting individual and clusters of schools, settings and colleges to be inclusive and deliver improved outcomes for children with SEND in line with the requirements of the SEND Code of Practice. Working collaboratively with other Quadrant Senior Leaders and Leaders of educational settings they will build capacity within those settings to identify, assess, plan, deliver and evaluate high quality provision for children with SEND.
The role requires substantial experience working with children with special educational needs, qualified teacher status is highly desirable. The ability to build strong working relationships with key stakeholders, both internally and externally is key to success.

Accountabilities
- Lead a team to provide high quality professional education advice and support to individual/clusters of schools, settings and colleges to deliver an inclusive education for children and young people with SEND.
- Enable effective team management, supervision and support to enable Inclusion Partners to facilitate sustainability of placements and prevent exclusion.
- Ensure professional development and programme planning of the SEND Inclusion Partner Team is able to meet current and projected SEND needs across the 0-25 age range within educational settings.
- Work collaboratively across the service with Quadrant Leaders to ensure insight and intelligence is captured and acted upon ensuring delivery of good practice and a joined up approach to improve the provision and inclusion of children and young people with severe and complex SEND.
- Translate service strategy into operational activity and ensure regular review and monitoring to determine successful outcomes of initiatives.
- Deliver effective resourcing for early intervention within a model of support and challenge that aims to increase capacity to meet needs within educational settings.
- Represent the quadrant leadership team at panels and forums across spectrum of SEND and age range where directed. This includes being part of the panel that allocates and reviews High Needs funding and provision that supports children with complex needs in Early Years settings.
- Responsible for jointly managing systems that ensure that provision for CYP attending independent non-maintained special schools is in place and to a high standard, via participation in the annual review process.
- Specific individual and shared targets and objectives are defined annually within the performance management framework.
The Experience You Will Bring
- Educated to RQF level 6 (Bachelor’s degree) and Qualified Teacher Status (QTS) or equivalent.
- Evidence of continuing professional development and expert knowledge in relevant professional area, a Master’s degree in a specialist area is desirable.
- Substantial experience of working successfully with children with special educational needs, with a specialism in a specific area.
- Excellent leadership skills and behaviours with the ability to motive a diverse team to achieve joint objectives.
- Experience of working with other services and partners such as enhanced provisions, social care, voluntary sector to build strong working relationships which engender delivery.
- Excellent communication skills, including a high standard of written communication are required, with the ability to deliver training to a range of professionals and to represent a wider team / Service.
