Job Purpose

The performance and business intelligence team has an exciting and challenging agenda. We want to make sure that teams across the council have the information that helps them to make the biggest difference to our 1.4 million residents, access this information themselves and to make the right decisions.

As the Senior Performance Analyst, you will have expert technical ability in performance assessment and analysis, you will be confident liaising with senior colleagues to ensure business intelligence questions are identified and answered, and ensuring high-quality performance conversations take place. You will use data storytelling, your technical expertise, data visualisation and your excellent communication skills to convey complex information to meet the needs of diverse audiences including senior officers, and political leaders.

The posts we have available in the team could mean that you will be working to support:

  • Children’s social care to deliver their priorities;
  • Our Corporate functions – making sure that as a council we have the right data to inform our ambitious ‘Everyone’s Essex’ strategy;
  • Our Place functions including climate and environment, economy and investment and transport.

Whatever team you are aligned to, you will help the service to make the most of our resources and improve outcomes for Essex residents using evidence, data and intelligence.

You will need to work closely with the other members of the team, with experienced and enthusiastic data developers, performance officers and BI analysts and matrix-lead projects to provide the best quality analysis and advice, often using complex analytical techniques. This will require working with a wide range of data and evidence sources, including local, partner and open sources for the development of services and products to a high standard – and using data and evidence to persuade and generate curiosity.

Although this role will largely be remote / home based, there will be a requirement to attend the office to attend team meetings and where this better suits the type of work you are undertaking.

Key Accountabilities

Responsible for providing advice to senior leaders on strategic performance management. Working collaboratively, to understand leaders’ requirements, and identifying where performance insights can inform business decisions, drive improvements or shape future plans.

The role holder will also lead strategic reporting development, including deep dives into key issues. This will support corporate level boards and challenge their thinking, leading to informed decision making, effective leadership, good governance and sound commissioning.

Leading multi-disciplinary ‘delivery’ teams of colleagues from across the Policy Unit to:

  • deliver complex pieces of work to enable evidence-based business decisions to be taken;
  • gather insights on new and established frameworks for assessing and benchmarking capability from across the local government sector and beyond,
  • support the development of new mechanisms to assess impact and measure performance,
  • visualise data to tell compelling and actionable stories with clear recommendations to improve outcomes for local people or organisational effectiveness.

Responsible for ensuring performance management information is timely and robust is used to strengthen accountability across the organisation and on occasion deputising for the Business Intelligence Partner.

Responsible for enabling data to be accessed by colleagues through the development of ‘self-serve’ capabilities.

About you

You will be an experienced analyst, who understands the challenges of working in a complex environment, and have a passion for improving services. You will be curious about solving complex problems using data, and working with people from a broad range of disciplines to improve services for residents. You will enjoy working with a range of stakeholders to establish and deliver their performance and insight needs.

Experience you will bring;

Educated to degree level or equivalent by experience.

Evidence of continuing professional development and expert knowledge in relevant professional area.

Significant experience in successfully delivering high quality, complex interpretation and analysis of data that impacts on strategic decision making - within local government or a public sector setting is desirable.

A keen eye for data storytelling, data visualisation and experience of using tools such as PowerBI to generate consistent and effective performance stories.
