Traffic Data Team Leader (Essex Highways)

Essex Highways is responsible for managing and maintaining one of the largest highways networks in the country. The successful candidate will work within the Essex Highways Integrated Services contract a partnership between Essex County Council and Ringway Jacobs.
The key purpose of the role is to be responsible for providing the direction and management of the Traffic Data team and its data to successfully deliver an excellent service within Highways, for other Essex County Council teams as well as external Clients.
The postholder will also support the planning, development, management, and coordination of resource within the partnership to be delivered for the Highway Service, using internal staff, suppliers, external contractors, and other key stakeholders to maximise opportunities and ensure value for money solutions for the people of Essex.
Accountabilities
• Responsible for line management and direction of the day-to-day work of the Traffic Data Team and providing specialist guidance and professional development.
• Responsible for the appropriate application of technical standards, processes and regulations to maintain a high level of output of proposed solutions and reports and promote continuous improvement, innovation.
• Responsible for ensuring that the transport data collection programme is managed effectively, and that Map Essex is maintained to meet our business needs.
• Oversee the accurate and timely production of quotes and survey reports as required.
• Effectively manage the transport data assets. Work with suppliers and subcontractors to maintain and repair damaged asset equipment.
• Responsible for ensuring strong budgetary control and financial management is undertaken for areas of responsibility.
• Provide specialist advice and guidance on all traffic data matters to the highway service and ensure compliance to the relevant targets and high-performance standards delivery.
• Assist with promoting Health and Safety, Environmental Management Systems, Quality Management Systems and Construction Design Management in a positive and constructive manner, with the aim of minimising work-related injuries by implementing ECC and our Highways policies and procedures.
• Support Transport Planning teams with traffic data information for future scheme bids, technical support and client interfaces where required.
• Provide timely and accurate information to requestors on all traffic data matters as required including KPI information.
• Specific individual and shared team targets and objectives as defined annually within the performance management framework.
People management responsibility
Line management responsibility for 3 FTE direct reports.
Knowledge, Skills and Experience
• Educated to relevant degree level or equivalent suitable and relevant industry experience in traffic data collection, checking, cleansing and processing. Traffic engineering or highways industry qualification and/or experience is required.
• Evidence of continuing professional development and expert knowledge in relevant professional area.
• Experience of directing and managing a team to create a high-performance culture. Ability to prioritise own work to support business priorities and as a team leader.
• Understanding and experience of financial management, including forward planning of programmes of work, budget accounting and monitoring of expenditure with the ability to work with statistical and performance information.
• Conversant with Microsoft applications – Word, Excel, Access and PowerPoint.
• Understanding of how a Highway Authority works eg TRO’s, NRSWA roadspace bookings, etc.
• Excellent written and verbal communication and interpersonal skills and ability to build and maintain effective working relationships with key people both internally and externally.
