Please note this is a temporary post for a period of 8 - 12 weeks and is due to start immediately. 

The Opportunity

This key role will provide clear, authentic and inspirational leadership to the Waste and Recycling teams. The postholder will be responsible for assessing opportunities to drive value for money, improve customer service and to drive forward the organisational strategy This role will be responsible for translating and implementing the strategic goals of the council into operational delivery.

Core to this role will be the need to lead, support and develop staff to ensure the effective provision of services in your portfolio to enable the delivery of the Council’s agenda, embedding across the team the required culture and behaviours for the council to succeed, whilst driving service development. 

This role will support the Director through an integrated approach, delivering the effective provision and delivery of key Council front line services, by maintaining the highest standards in ensuring the provision of quality and timely waste collection, and to increase waste reuse and recycling.

This role is accountable for:

  • Waste Services
  • Recycling

Service/Functional Accountabilities

  • Attend and present to all relevant Council Committees and meetings and brief the relevant Portfolio holder(s)
  • To be responsible for the setting, monitoring and management of the service budgets
  • To be responsible for the preparation of an annual service plan and ensuring that resources are in place, within budget to deliver the service plan
  • The preparation of funding bids where appropriate
  • Making representations on behalf of the Council to national and regional policy

Specific to their Service areas:

  • To be the lead officer on the options appraisal of and if appropriate, procurement, management and monitoring of waste collection contract
  • Partnership with the waste disposal authority and waste planning
  • Waste Services, including waste collection, vehicle maintenance and availability of bins and sacks

Recycling services

  • Recycling banks
  • Large item recycling
  • Recycling promotion

Staff and Budgets

  • For the mentoring, development and support of the team and recruitment of staff
  • Appointment and management of consultants and specialist advisers as appropriate
  • Budget accountability for any grant funding

Delegated functions as detailed in the Council’s Constitution (and as amended from time to time) ) and all relevant statutory duties and powers as per delegations. Specific individual and shared targets and objectives are defined annually within the performance management framework.

The Experience You Will Bring

  • Relevant professional qualification or eligibility in one or more of the service areas in portfolio.
  • Evidence of continuing professional development and experience in delivering commercial opportunities within the public sector, as well as clear and well evidenced metrics and data.
  • A successful and substantial track record of achievement, and managing change, in a large and challenging organisation.
  • Evidence of success of developing a high-performance culture, together with the management and development of staff.
  • Experience of successful resource management across services and whole organisation, together with the delivery and measurement of cost effective, qualitative services within constrained resources.
  • Evidence of ability to create a high- performance culture, can draw on specialist skills and expertise effectively and celebrates success. Brings together diverse capabilities from across the service areas around clear goals.
  • Embeds a culture of continuous improvement, problem solving and innovation – learning from current good practice inside and outside the organisation to test different approaches to service delivery.
  • Experience of cross functional service/team working and matrix management with internal and external stakeholders.
  • A natural collaborator who develops effective relationships across and beyond the Council, this leader displays their passion and determination to deliver high standard of service

Please note, the postholder will be required to attend evening and occasional weekend meetings and events.
