Essex County Council (ECC) are delighted to be supporting Rochford District Council to recruit a Building Control Manager on a 3 day a week, for a period of 10 weeks.

The Opportunity

We are looking for someone to join our busy Building Control team as a manager who can lead a small team of professional building control officers providing a full building control service in a customer focused manner. Please note that you will be required to work on site on a regular weekly basis.

Accountabilities

· To lead, manage, assist, guide and support other members of the Building Control team, as appropriate in exercising their functions and duties

· To deliver the Building Control Service on a day-to-day basis, ensuring that the fee earning function of the service remains self-financing by setting and reviewing charges as well as keeping the service within acceptable budget levels

· To manage the building control workflow by the monitoring of all Building Regulations applications and related matters to ensure that decisions are issued within statutory time periods and in full accordance with all statutory provisions, policies and standards; nationally, corporately and locally

· To supervise, organise, motivate and mentor staff in the Building Control team to ensure effective and efficient delivery of the building control function, including meeting national and local performance indicators and targets, and provide excellent customer service

· To take a proactive lead on ensuring the comprehensive enforcement of Building Regulations

· On a daily basis ensure that all decisions taken, and processes carried out are fully lawful in all aspects and that all legislation requirements are acted upon appropriately and be aware of and keep up to date regarding all relevant technical, guidance and legislative changes

· Developing, promoting and marketing this Council's Building Control Services

· Representing the Authority as Building Control Team Leader at sub-regional and national meetings to encourage consistency and improvement to the Building Control function

· Examination of deposited plans and, as necessary, negotiating with applicants and advising on different ways of satisfying the Building Regulations in preference to summary rejection

The Experience You Will Bring

· Degree or professional qualification in a building control related discipline (i.e. building surveyor or similar)

· Membership of either RICS, CABE or CIOB (or eligibility to join without further qualification)

· Ability to effectively and confidently read and interpret scaled maps and plans, carry out site inspections, attend dangerous structures incidents and experience of statutory provisions and enforcement

· Ability to effectively manage budgets, set fees and innovate to deliver an excellent service

· Ability to communicate on highly complex and contentious matters as well as excellent verbal and written skills

· Detailed knowledge of current building control regulations and other associated legislation, policy and guidance and its application and implementation for the building control service
