Business Case Commissioner (Green Book)

The Essex Renewal Fund (“ERF”) is a revolving investment fund for complex land and property projects, and supports the Council’s commitments to good jobs, future growth and investment, green growth and levelling up the economy. Over the next 20 years, the Fund aims to invest over £100m, supporting new jobs and bringing to market land to deliver new homes.
When you join us in this role, you’ll be supporting the team to maximise value for money, securing grant funding from HM Government and securing internal approvals for ERF projects. You’ll help to develop business cases for regeneration and growth projects, negotiate funding agreements and appoint and contract manage socio-economic consultants during RIBA Stages 0 to 2. You’ll also help advise on market failures, equalities and environmental sustainability.
Please note the internal job title is Project Appraisal and Business Cases Officer.
During a typical week, you might…
- Apply your understanding of HM Treasury’s Green Book and other relevant guidance and best practice to help prepare a high-quality businesses case for a sector development project
- Use your research and analytical skills to help maximise value for money from Council spending, ensuring that the project responds to local needs, and considering how equality between different groups of residents can be increased
- Assist the team with commissioning financial and economic appraisal for a place-based regeneration programme, in compliance with HM Treasury’s Aqua Book and other relevant guidance and best practice
- Employ your project management skills to coordinate inputs to a feasibility study from a multi-disciplinary team, ensuring that they are accurate and timely. Proactively identify and manage risks, and prioritise what is most important and urgent
- Use your communication skills to explore the costs, benefits and risks of different development options with stakeholders, presenting credibly to build trust in ECC and confidence in ERF
- Apply your experience of monitoring and evaluation to a town centre refurbishment project, in compliance with HM Treasury’s Magenta Book and other relevant guidance and best practice
- Apply your continuous improvement mindset to reflect on project performance with Essex Renewal Fund’s fund and asset managers, drawing insights and applying lessons learned
