Essex County Council (ECC) are delighted to be supporting Basildon Borough Council (BBC) to recruit a Cleaning Contract Liaison Officer on an initial 3-month temporary basis. Please note that this post will be based in the office 3 days per week.

Main Responsibilities

  • The post holder will be responsible for ensuring compliance within the contract specification through robust performance monitoring and liaising with the contractor to effectively resolve complaints and maintain high levels of customer satisfaction
  • The post holder will work within Neighbourhood and Community standards
  • This post is part of The Council’s Facilities Management Team
  • The cleaning service is delivered via a partnering contract and an agreed escalation process is in place to deal with any issues of poor performance
  • The post holder will need to liaise with other departments within Basildon Council as well as external agencies to provide a customer focused responsive service
  • Carry out a percentage of site inspections, including contractual joint inspections with Pinnacle representatives
  • To take corrective actions as necessary as the authorised officer, ensuring service standards are being maintained and rectified in accordance with the contract
  • To attend, coordinate the Operational Cleaning Core Group meetings between the Council operational site managers and the Cleaning Contractor Scheduling dates, setting agenda, taking and the distribution of minutes and other information
  • Ensuring all outcomes are addressed and reported on
  • To monitor payments/refunds/invoices making sure that all invoices received have accompanying backing sheets
  • Liaise with contractor/resident and appropriate officer until resolved completing and updating all necessary paperwork and IT systems
  • To report any discrepancies to the Councils Contract Manager
  • To maintain accurate records and produce reports on matters relating to the cleaning contract. 
  • Providing data analysis and uploading KPI’s, customer satisfaction survey results and audit recommendations on the Council’s Pentana system
  • To report findings to the Council’s Contract Manager

Key skills and experience required:

  • Must be able to travel around the borough and various locations
  • Ability to work independently using own initiative and to prioritise work and to meet tight deadlines
  • Excellent verbal and written communication skills including a proven ability to negotiate. To hold a full, clean driving licence
  • Experience of working with other agencies
  • A good knowledge and understanding of social housing legislation, particularly estate management issues 
  • Analytical and problem-solving skills
  • Excellent verbal and written communication skills including a proven ability to negotiate
