Senior Circular Economy Officer

Fixed Term / Secondment, Full Time

£32,889 up to £38,693 per annum

Location: Chelmsford

Please note this role is a secondment / fixed term contract opportunity until 31.03.2026

The Opportunity

The Senior Circular Economy Officer will develop, deliver and evaluate projects, campaigns and interventions that encourage residents to reduce waste, increase recycling and reuse, and support a circular economy. You will also work with various stakeholders and support wider environment activities as required.

The role involves impact reporting, maintaining the co-operation of internal and external stakeholders, contributing to the development of communication channels, and delivering direct communications to the public.

You will support the Waste Reduction Behaviour Change programme, ensuring ambitious waste reduction and increased recycling goals are met through lasting behaviour change.

Accountabilities

Responsible for the development, implementation, delivery, monitoring and evaluation of projects, campaigns and interventions. This will include but isn’t limited to overseeing budget, procurement and governance steps as required.
Work collaboratively with Essex local authorities and other stakeholders to provide support and maximise the impact of campaigns and initiatives.
Contribute to the development and operation of other waste reduction, circular economy strategy development and environmental projects as required.
Responsible for undertaking on-going research and benchmarking to keep abreast of latest advancements, developments, and best practice within the sector.
Maintain communications between all partners and stakeholders (including elected members and senior leaders) and provide information to the public through a variety of communication mediums, ensuring an effective two-way flow of information.

Essential criteria:

Educated to degree level or equivalent by experience.
Evidence of continuing professional development and expert knowledge in communications, research and data analysis to support design, development and evaluation of campaigns and initiatives.
Advanced skills in written and oral communication. Confident in engaging with a broad variety of stakeholders at different levels via a range of channels.
Ability to work creatively and effectively and including the ability to manage a range of complex situations and issues; very organised with good attention to detail and able to work on initiative.
Experience of working with brand guidelines when creating communications materials. Knowledge of report writing and delivery.
Evidence of experience of planning campaigns, including engaging stakeholders, logistics and leading events on the day.

Knowledge in communications, research and data analysis to support design, development and evaluation of campaigns and initiatives.

Desirable criteria:

A broad interest and understanding of waste management, environmental issues and wider circular economy issues.
Experience of working in a political environment, skills in understanding and responding to different perspectives and taking a cross organisational and cross-partner perspective.
