Essex County Council are delighted to be supporting Harlow District Council to recruit a temporary Head of Pre-Construction on a 12-month basis. Please note that this post requires the successful individual to be based on site 4 days per week.
Harlow is a district of contrasts and an ideal location to both live and work. The town itself is thriving, with excellent shopping and leisure facilities for all ages. We have good road links to the M11 and M25 and excellent rail connections to London and Stansted Airport, just 35 minutes and 20 minutes away from Harlow respectively.
The role:
Harlow District Council are seeking a Head of Pre-Construction to join them as soon as possible to support a large construction programme that has ambitious targets on growth and investment. Reporting into the Director of Housing Operations (Property), this role will involve managing a team of project and procurement managers and will focus on scoping, packaging, procuring and preparing large scale component replacement work to occupied council housing stock.
Harlow has 9,000 council homes and has a programme budget this year of £51m. Much of the programme is yet to get to site, so Harlow are looking for someone to focus on all the elements of pre-construction, so that the work can be ordered and passed to the delivery team to project manage on site. Harlow does not have a term partnering contractor or an in house framework, so most of the work is tendered in packages, under a JCT design and build contract.
As well as getting this year’s programme to site as quickly as possible, the pre-construction team will be responsible for working with the asset data team to scope and plan the programme for the next 2-3 years. The work is a mixture of individual component replacement packages and more holistic projects that combine a number of different elements.
The experience you will bring:
- Full membership of the RICS
- Previous experience of managing a team
- Excellent knowledge of construction, pre-construction and procurement
- Experience of working in the public sector
- Able to be in the office in Harlow 4 days a week
