Essex County Council (ECC) are delighted to be supporting Harlow Council to recruit a temporary Housing Officer on a 6 month basis. Please note that this post requires the successful individual to be based on site 2 days per week.
Harlow is a district of contrasts and an ideal location to both live and work. The town itself is thriving, with excellent shopping and leisure facilities for all ages. We have good road links to the M11 and M25 and excellent rail connections to London and Stansted Airport, just 35 minutes and 20 minutes away from Harlow respectively.
Job Purpose:
The purpose of this post will be to support the councils ongoing annual tenancy audit programme. This will involve visiting our tenanted properties, and meeting with tenants, obtaining and verifying information regarding tenants households, identifying any support or safeguarding needs, inspecting properties and actioning any issues arising, including repair issues, property condition issues or potential tenancy breaches.
The role therefore requires excellent customer service and organisational skills and an ability to be able to work independently.
The role may also require providing cover for other housing management duties including responding to reports of anti-social behaviour or other tenancy related issues as per job description.
The Role:
To work as part of a team dealing with all aspects of estate and tenancy management. The post holder will be the principal point of contact for tenant and leaseholders in the provision of a comprehensive estate management for people and property ensuring all customers are given help and support in making their tenancies sustainable.
To investigate and take appropriate action in relation to tenancy and estate management enquiries, including anti-social behaviour, harassment, and neighbour disputes, unauthorised occupation of the Council’s stock, successions and assignments and breaches of tenancy (excluding rent arrears) and estate related incidents.
To ensure that comprehensive, up-to-date, clear, easily accessible, written notes and documentation are maintained on individual cases / incidents and where appropriate electronic records are regularly updated and maintained
To attend court, case conferences, panels and other meetings in connection with the service and present relevant up-to-date information so that informed decisions may be taken to resolve the situation.

The experience you will bring:
Full UK Driving Licence, with access to vehicle
Knowledge of tenancy management and legislation
