 The Opportunity

It’s an exciting time to join our newly restructured People team at Castle Point. We are on a journey to transform employee experience at Castle Point and this role is critical to ensuring the Council achieves its ambitions.

This role is critical in driving the delivery of the Council’s transformation, bringing the People strategies to life and the implementation of strategic initiatives across a wide range of Council services. Working collaboratively across a wide range of Council services, this role requires People expertise to partner the business in implementing transformation, organisational change projects and lead on initiatives that enhance the entire employee lifecycle. The postholder will have significant professional credibility to raise the profile of the People team and be able to take the leadership team with them on the transformation journey. The role will coach Assistant Directors and Managers to enable them to have the required skillset to be effective in leading and managing the workforce with confidence and capability.

Accountabilities

Partner services across the Council to develop relevant People and workforce plans, demonstrating an understanding of the workforce, identify tangible development needs and solutions to deliver.

Provide high quality expert advice based on an in-depth knowledge of employment and case law, policy and good practice, including conflict resolution and mediation, in relation to all aspects of the employee lifecycle and complex employee relations issues.

Coach leaders and managers in dealing with business change projects (including redesign, redundancy, TUPE) and moderate to high complexity employee relations cases.

Lead culture change across the organisation, working closely with leaders and managers across services to define robust culture and employee engagement action plans.

Define, scope and deliver organisational development initiatives, including equality, diversity and inclusion and collaborative working to develop and embed a strong employer brand.

Shared accountability with the business for leading and enabling continuous improvement in business outcomes by coaching and influencing leaders in the following areas:

  • talent and succession management
  • workforce planning and resourcing
  • learning, development and skills
  • equality, diversity and inclusion
  • Legislative changes

Lead projects and training across multiple business areas and support the delivery of business improvement.

Contribute to gathering information, intelligence and insight, including key people metrics, into areas of focus across the Council and/or patterns of behaviour to ensure pro-active insights can be used to drive and address underlying business issues. Ensure complex data is presented in distinct, clear and concise concepts others can understand.

Provide a comprehensive People advice and support service to Assistant Directors, managers and customers with regard to more complex case work and change programmes, using personal judgement in making effective decisions ensuring matters can move forward and options considered.

Lead the delivery of projects to meet agreed outcomes within agreed timescales, working collaboratively across the business functions and with the wider People team.

Work closely with services across the Council to pro-actively identify workforce priorities and collaborate to ensure solutions are identified and implemented to support the achievement of wider Council priorities. 

Using professional expertise and high standards promote how the People service can add value to the business by recommending improvements in current policies and practices, to challenge current thinking and drive greater commitment to alternative approaches or solutions.

Responsible for contributing to the planning and delivery of People services in a customer focused way in order to promote continuous improvement.

Specific individual and shared targets and objectives are defined annually within the performance management framework.

The Experience You Will Bring

  • Strong consulting skills, including excellent communication and interpersonal skills
  • Ability to make strong and influential relationships with a broad range of stakeholders, providing both high challenge and support
  • Can facilitate successful change management techniques and champion the importance of engaging leaders and managers in the change
  • Knows how to implement people initiatives and develops metrics to measure their impact, and uses this to adjust and develop future practice
  • Able to analyse people and business metrics and develop insight and solutions; using these to influence decision making in the context of the business and to shape and influence others
  • Extensive knowledge of UK employment law, recent case law and its application
  • Understands the broad legal context in which People services operates and can apply this to managing complex employee relations issues and mitigating organisational risk
  • MCIPD qualified or equivalent relevant qualification
  • Demonstrates commitment to own professional development
  • Commitment to flexible working including the ability to work flexibly with regards to both hours of work and location of work including office, community and remote working as required
