The Infrastructure Delivery team will develop and deliver the capital programme for Essex County Council. The team will focus on developing opportunities for capital investment in order to secure financial returns to support the Council’s strategic priorities.

The Engineering & Technical Manager will be accountable for leading the engineering and technical input to all aspects of the Council’s infrastructure delivery portfolio. Advising on and delivering a wide range of complex multifaceted projects. The main focus will be the delivery of new schools, managing a team of technical people including architects and inspectors. This includes new primary and secondary schools, extensions, temporary classrooms and energy efficiency measures such as solar PV and heat pumps.

With experience of project management and an ability to influence and manage complex, multi-dimensional relationships within structured project management methodologies. This role will also have responsibility for ensuring all projects and programmes comply with programme and governance standards and deliver in budget.

Accountabilities

Supports the delivery of multi-million pound programmes and project Portfolios, ensure compliance with programme and governance standards, across the full range of ECC capital projects. The main focus of the role is working upon employer’s requirements for Design and Build.

 

Responsible for delivering leading edge programme and project management tools and techniques to ensure that assigned projects/portfolios deliver in line with agreed key milestones, quality measures and benefits realisation.

 

Responsible for highly effective management and influencing of key stakeholders to ensure the successful development and delivery of programmes and projects against clearly agreed timescales and financial measures.

 

Responsible for the provision of expert technical advice including planning, engineering and design to assist the successful delivery of the ECC Capital Programme, any external work and any other relevant programmes.

 

Supports the development of strong relationships with external partners and stakeholders to develop shared programmes for change, which maximise income generation and investment opportunities, resulting in financially viable services on a sustainable basis.

 

Delivers an objective assessment of performance against project plan to identify and mitigate risks.

 

Responsible for the delivery of services, to achieve short, medium and long term performance and quality targets.

 

Specific individual and shared targets and objectives are defined annually within the performance management framework.

Skills, knowledge and experience

Educated to degree level or equivalent by experience.

 

Evidence of continuing professional development and expert knowledge in relevant professional area.

 

Significant experience in analysing complex business requirements, drawing valid conclusions and preparing action plans.

 

Experience of project management, budget management, technical design processes, with a track record of successful delivery of high value commercial or public sector capital projects.

 

Commercial and business development skills with a track record of maximising income generation opportunities.

 

Inspirational leadership skills with an ability to build strong relationships and partnerships which encourage collaboration and engender delivery.

 

Significant experience of influencing and proactively delivering cultural and organisational change in a complex environment.

 

Strong leadership and behavioural skills which drive a highly performing and motivated multi-disciplinary team from diverse backgrounds, to achieve strategic objectives.

 

Please note that the job role requires you to be mobile throughout an operational area. Therefore, the post holder will need to have a driving licence and access to a vehicle, or the ability to meet the mobility requirements of the role through other means.
