The Opportunity

Essex County Council are seeking a Localities Lead to join their Economic Growth team on a 6 month temporary basis who has experience and expertise within urban regeneration. The role will focus on supporting place investment and delivery partnerships and overseeing the development and delivery of high priority regeneration and economic growth projects in our key localities, working with teams across the Council. These investments and projects are likely to include mixed use development (including refurbishment and new build) alongside related public realm and infrastructure.

This post is a remote working opportunity that will require the successful candidate to be on site two day per month and two days in the office. 

Leading work to develop and deliver regeneration partnerships and project proposals, you will be responsible for the following:

  • Supporting the development and implementation of place-based investment and delivery partnerships
  • Identifying and developing regeneration project ideas and proposals, from inception into delivery
  • Leading the preparation of funding bids and project Outline Business Cases for individual regeneration projects.
  • Engaging in and supporting governance processes
  • Overseeing the delivery of projects, including strategic risk management, benefits realisation etc.
  • Overall programme management across relevant regeneration projects

The Experience You Will Bring 

  • Educated to degree level or equivalent by experience with evidence of continuing professional development and knowledge in place regeneration
  • An understanding and experience of business case development, development viability and cashflows, urban regeneration / development
  • An understanding of how to improve development viability over time through a comprehensive approach to delivery and effective placemaking
  • Experience and understanding of programme and project management. 
  • Experience of place-based working, building strong relationships with partners, which are collaborative and influential in their nature to achieve joint objectives.
